Probably most of those pictures where uploaded by former users almost 10 years ago when the copyright policy was not well defined (and when Wikimedia Commons was not even developped). Some of the images look like they were simply found on the web and unproperly loaded to enrich some Wikipedia page. For sure some of the removed pictures were taken with users' own cameras or were own works (I found an old diagram of Turin underground I created with MS Paint in 2006!).
